Description: GovMap - Embedded GIS Component

Based on ESRI’s MapObjects technology, GovMap provides an inexpensive alternative for deploying GIS-based technology to Govern users across many business areas—such as permits, licensing & inspections, tax billing & assessment, mass appraisal, utility billing and more.

With this enhancement, Govern users will now have the ability to use GIS functionality from directly within Govern. Govern clients will have access to an easy-to-use administrative setup and the ability to search, query and visualize data via GIS.

GovMap consists of three modules: Administration, Search and Results.

Administration module

The Administration module provides Govern administrators the ability to create the “base map” for use within Govern. The interface allows them to easily add and remove map layers, configure thematic mapping characteristics such as colors and symbology, and control the zoom level for map layers. All configuration settings are saved inside the Govern database and accessible by the two other modules.

Features
The Administrator can:
load desired GIS datasets (e.g., shapefiles, SDE layers, CAD drawings and aerial photos)
change colors and symbols for each GIS layer
 set the map units
 set labeling characteristics
set map tips for dynamic attribute access
 set selection colors
 save in Govern’s database
Run within the Govern Admin module

Search module

The Search module allows Govern users to search for parcels using various graphic objects (e.g., points, lines, rectangles and polygons) and GIS selection operations. The resulting parcels are then available for use with other Govern functions such as permitting, taxation, mass appraisal, business licenses, utility billing and inspections.

Users can:
place graphic objects on the map canvas
use multiple methods for selecting parcels (e.g., touching, intersecting, containing, etc.)
browse or search for parcels based on the chosen selection method
dynamically change colors of the selected record and the overall recordset
manipulate the map display by zoom in, out, previous, overall extent and to selected records
 pan the map
 Dynamic scale bar
Highlight the selected parcel of a selected recordset as the user scrolls through the recordset

Results module

The Results module allows users to perform a standard search via tax map number, address, subdivision, etc., and view the selected record set within GIS. The selected recordset is handled transparently between the MapObjects component and core Govern software. Users can quickly create maps of the selected parcels and manipulate the selected record within the recordset.

Users can:
manipulate the map display by zoom in, out, previous, overall extent and to selected records
identify (retrieve standard attribute data about the parcel)
 pan the map
 dynamically change selected colors
change selected parcel via a map selection
 Dynamic scale bar
 Quick map production
Works off of the current selected recordset
Recordset and current parcel are highlighted

Overall benefits of Govern’s GovMap are numerous and include:

 Easy-to-use interface
Cost effective and time saving solution
 Customizable presentation of data
 Use mapping to locate parcels
 Identify trends and hotspots
 Examine activity on neighboring properties
 Determine abutters for notification
Quick map output for field work
